What does "cooked the evidence" mean?

Chevron had “cooked” the evidence and, if the U.S. judge who sent the case to Ecuador in the first place ever knew, he would “close [Chevron] down.”

Hello, Kotfor.:-D
I think it means the same as "fabricate" or "concoct".
I hope my response will be of some help to you.
