What can be mean by "full-on" here? Police car with lighs and sirens? Thanks in advance🙏

What can be is meant by "full-on" here? Does it mean a police car with lights and sirens?
"What is meant by" isn't very natural even though it's grammatical. Generally, we say "Does XXX mean YYY?" Your question would have been more natural as:
"Does "full-on" here mean a police car with lights and sirens?

Yes. It suggests to me a police car hurtling towards the house, siren on, lights flashing, then screeching to a halt outside and disgorging officers there to arrest him.
