correct number writting in a document

Is the correct way to write a number eg: one (1-) or is it 1- (one) ?
 
Is the correct way to write a number eg: one (1-) or is it 1- (one) ?

Many grammar books will tell you that for every number between 1 and 10, it is acceptable to write the word (one, two, three etc). From then on, you should use the digits (11, 12 etc).

I'm not sure where this "rule" comes from.

Personally, I almost exclusively use the digits when writing.
 
I'm a writer for a publisher in London called Time Out. It's standard in the publishing world to spell single numbers
 
The rule varies; some say 1-20 should be written as numbers, so there's scope for flexibility.
 
Could you tell me what the - means in your original, where you have 1-?

I can't tell if that's somehow important.
