Hi.

Are the sentences natural with "count on"?

1) They counted on foreign investment to stimulate their economy. (unlikely.)
2) I had counted on having it completed by March. (okay)

They're both possible. It would be easier to find a context for They were counting, had been counting or had counted on foreign investment in number 1.
