Hi

A certain guy who worked in the military records center said about someone:

He used to be with the Navy SEALs. He had the credentials and top secret clearances to get access to the documents.

Does "credentials" in this case mean a "badge"?

The credentials could be physical (a badge or a certificate) or a password / secret handshake. It could be anything that proves the person's authority or right to do something.
