Does anything sound strange in this paragraph?

''It is a fact that criminals make up a noteworthy percentage of the world's population. Governments have legislated for people to protect them from criminals and for criminals to prevent them from committing an illegal act. However, it is observed that some lawbreakers does not abandon their habits after leaving prison. That is, they insist on committing crimes. ''
