Context!

In the appropriate context, I understand cruise to mean what you suggest. Normally I associate the word with expensive trips on a boat.

Thank you. Somewhere in the past I have seen this expression "Cruising down the street" Does this mean what I'm just spending my time down in the streets with a car"

That's all my context :)

This is my context "Cruising down the street in my 64" Sorry for spam.

Then we cannot say what it means exactly.

I am a little surprised that you should just come up with this sentence with no context at all. Was it just floating around in the air?

No, it wasn't just floating around in the air. I looked in it carefully and I find out that full context is "Cruising down the street in my 64" 64 is just a popular car in the past.

He was driving up and down the street in his cool car.
If he had been "cruising the bars" then he'd have been looking for women.

As Barb says, to cruise around town in your car means to drive around without necessarily having a specific destination, mostly for fun and maybe looking for some social contact. The 1973 hit movie American Graffiti is based on this activity. A "64" might typically refer to a 1964 Chevy Impala, especially the convertible, ideal for cruisin'.
