I mean she hasn't cut it by herself.....

In American English, I believe "she's cut her hair" would widely be understood to mean "she's had her hair cut" (especially with proper context or without any reason to assume otherwise).
I don't think it's very common in BrE either. I've just asked my 16 year old daughter what she would say/expect to hear and she said "She's had her hair cut".Yes, I have a vague suspicion that this might be right. But I didn't think it was common enough to mention it.
