Dear All, About this sentence. " following the day"

According to my manual I have a question of this sentence:

"It shall start at 0001 on the calendar day following the day of discovery"

For example, If I discovered a inoperative item at 1700 on 23rd, then according to the words " following the day " above the rule, then will start at 0001 on 24th?

Am I right?

It's very difficult to help without context. What sort of manual are you talking about. What is 'It' in 'It shall start ...'?
