Canbridge Advanced Leaerners dictionary® defiines the phrasal verb put off thus:
put sth offphrasal verb [M]
Definition
to decide or arrange to delay an event or activity until a later time or date
The meeting has been put off for a week.
[+ -ing verb] I can't put off going to the dentist any longer.

What's the difference between deciding and arranging to delay sth?Just carrying out?
 
You can decide to do something on your own. You normally arrange with other people to do something.

So two differences only?
