Pyongyang is the capital and largest city of North Korea. It was developed as an industrial city during the time of the Japanese occupation 1910-45.

Does "developed as", in comparison to "developed into", have more indicated an intention or a plan to develop (while "developed into" emphasizes the result, regardless of whether the way of development was planned or natural)?
