1-She (did not -does not) have to buy a new dress as her father bought her a new dress.
It is easy to say the answer is didn't because of [bought]
But can't we use doesn't as well?
2-

She does not have to buy a new dress as her father has bought her a new dress.[ Is this sentence true?]
I think it is,isn't it?
 
We can't tell whether number 2 is true or not because we don't know her or her father. (You meant to ask if it was correct.) It is correct.

We wouldn't repeat a new dress in either sentence. Say She does not have to buy a new dress as her father has bought her one.

You should say She does not have to buy a new dress as her father has (already) bought her one.

Yes. 1 describes an event that occurred in the past. 2 describes an ongoing event happening in the present.
