Is the verb "did" used for emphasis in the above sentence?

Is the verb "come to" a phrasal verb or is "to" a preposition followed by non-finite clause "distancing himself..." in the context of the cited sentence?

No- it's the past tense of do used in a normal sense. He does a lot (present)/He did a lot (past)
It's a preposition- when you have to + -ing, it's a preposition.
