[Vocabulary] difference between as per and according to

"according to the contract requirement" and "as per the contract requirement", which is suitable?
 
They don't have the same meaning. The suitability depends on the context.
 
They mean the same to me and from the dictionaries just that the former sounds more formal.
 
Which dictionaries?
One of them means according to, and the other means in accordance with. There is a difference, and they are not necessarily interchangeable, hence the need for context.
