I would be so thankful if someone could answer that under which conditions we are allowed to use "discuss with" ?

I think you must have had a reason for asking this question. Did you write it and were you then told it was used incorrectly? Did you have a sentence and you were not sure if you could use it?
 
In collocations dictionary I read that "discuss with is used with representatives" . I'm not sure what representatives are?
I'm sorry if my question is awkward and I'm wasting your time.

Unfortunately, I don't know what that dictionary might have met. You discuss "with" the other people in the conversation.

Discuss with your fellow team members what the next step is.
You need to discuss with your parents what courses you should take next year.
I discussed this with my boss, and I will be able to support you in this project.
