Hi

Does the phrase "do somebody up" could mean, for example, to bandage?

A little girl was hurt and her granny told her friend to:

Run for your mum and tell her to bring her first-aid things.” So I did, and my mum come and did Ethel up as good as any doctor.

It's understandable, but not usual.

More common is fixed Ethel up or bandaged her up as well as any doctor.
