1) Please call to the police department ASAP.

2) Please call the police department ASAP.


Please check. Do we say "Call to a department or person"?
 
Use the second example sentence, not the first. For example, I would say, "I'm going to call Bob," not "I am going to call to Bob."
 
However, when 'call' is used as a noun, we do need a preposition.

Ivor Rawbottom made an anxious call to his proctologist.
