I would accept "across", "around" and, at a push, "at" but "for" definitely does not work. "Across" is certainly the most natural.
 
I realize it wasn't one of the options provided, but I'd also find 'too tight in the shoulders' natural, at least in AmE.

What about the other parts, such as stomach.
Do we say this shirt is too tight for or around the stomach?

Or "too tight (a)round the waist".
