I know the meaning of the sentence, but it seems like there's something missing here. Is it grammatically right?

They don't properly belong to the government- as this is a libertarian, he might think that functions that do belong to the government, and which many think are rightfully the government's, should not belong to it.

Actually I understand the meaning of the sentence, just the way that "they don't belong to government." is shortened to "don't " seems a little abstruse.

They don't properly belong to the government- as this is a libertarian, he might think that functions that do belong to the government, and which many think are rightfully the government's, should not belong to it.

The libertarian would say (and is saying) that many of the things gov't is presently doing are not rightfully the scope of a proper gov't.
