What is the meaning of the words in bold in the following passage? It is from the book Anglo-Iranian relations since 1800, edited by Vanessa Martin, p. 134:
Tehran demanded that a difference be paid between whatever the royalty was to be and a sum of 4 million pounds for the loss brought about by both the drop and the rate 'otherwise the Iranian government will revise the oil concession fundamentally'.
