Actually. I read a few first aid book where always mentioned drowsy instead of sleepy. I would say I never see sleepy when it is talking about sign and symption of an iillnesses.

I agree with Rover_KE. Both are synonyms. But when you feel drowsy, you are usually in a warm place or have eaten a lot of lunch for example.
