1. The chandelier is equipped with tassel finial, not a ball finial as shown in the specification provided.
2. The chandelier was supplied with tassel finial, not a ball finial as shown in the specification provided.

Please tell me which sentence is grammatically correct?
 
They are both grammatical and either one would probably serve your purpose.

Have you thought about what you will say if the supplier claims in reply that the different finial is an inconsequential detail? I'm just curious.
 
As far as I'm concerned, neither is correct without the indefinite article before "tassel".
 
I would say "the chandeliar comes with a tassel finial" since the latter is an integral part of the former.

We had clearly specified that the chandelier should have been supplied with a crystal ball finial, not a tassel one.
