Especially in plains and plateaus, where 90% of the population is located.

In the above sentence, 90% could refer to plateaus alone, or plains and plateaus combined.
How do I remove the ambiguity?
Also please tell me how to structure the sentence to make it clear that in cases: a) I'm referring to both plains and plateaus.
b) I'm referring only to plateaus.

I think if you add an just the word "in" it will help: ... especially in the plains, and in the plateaus, where 90%...

But you can remove ambiguity completely by changing the order: ... especially in plateaus, where 90% of the population is located, [as well as] [and] in the plains.

You can pick either "as well as" or "and." Some would omit the comma after "located" but I think it adds to the sense of a pause.

I'd probably use "on" with "plains" and "plateaus".
