Moreover, questionable behavior at the top creates an environment ripe for ethical abuse throughout the organization. If employees see that bending or breaking the rules is not only accepted but the best way to succeed, some will be tempted to start emulating their leaders. Then as other employees see those people getting away with it and getting ahead, they'll jump on the bandwagon...
Does this "ethical abuse" mean "ethical wrongdoing"? Normally "abuse" is used to mean "to torment someone or overuse of something", so the sense here does seem relevant.
