Does " failed to account for Donald' mean "failed to provide an explanation for the factor (the factor = Donald) which functions in a particulay way <that is ironically featured by dysfunction> to impact the pandemic war"?

Two decades of pandemic war games failed to account for Donald Trump


The scenarios foresaw leaky travel bans, a scramble for vaccines and disputes between state and federal leaders, but none could anticipate the current levels of dysfunction in the United States.

Like all pandemics, it started out small. A novel coronavirus emerged in Brazil, jumping from bats to pigs to farmers before making its way to a big city with an international airport. From there, infected travellers carried it to the United States, Portugal and China. Within 18 months, the coronavirus had spread around the world, 65 million people were dead and the global economy was in free fall.


This fictitious scenario, dubbed Event 201, played out in a New York City conference centre before a panel of academics, government officials and business leaders last October. Those in attendance were shaken — which is what Ryan Morhard wanted.

Donald wasn't part of the the equation. No one predicted a leader who would not lead. The games failed to consider a bad leader. They did not take into account mismanagement. Someone like Donald wasn't factored into the calculations.
