Falling in love or fallen in love?

I saw someone had written
"He is falling in love with a car"
It should be "he has fallen in love with a car"..Shouldn't it?
 
I saw someone had written
"He is falling in love with a car" He is in the process of "falling in love", at the present time, but the action is not yet complete.
It should be "he has fallen in love with a car" The action is complete...Shouldn't it? It depends when the action occurs, as noted,
