[Vocabulary] famine vs starvation

What's the difference between the words 'famine' and 'starvation'?
Why in the following sentence the word 'starvation' is inappropriate? ' Many charitable organisations contribute towards famine relief.'

Famine refers to a lack of food in a particular area, usually by failure of crops or by failure of government to plan for their peoples' welfare.

Starvation is to not have food (or enough food) to eat. Famine can lead to starvation.

But I could, for example, lock you in a closet and you would die from starvation even though there is plenty of food in my country.
