I've never come across it. "He eyes at it..." is meaningless.

Would "he eyes it" work? With "eye" being the verb?

I learned it means as much as "looking at it", "scrutinizing it".

Yes, "He eyes it" is OK. Not with "fascinatedly" though.

I've never heard "fascinatedly" used either. "To eye" is a perfectly good verb.

He eyed it with fascination.
