The word "back" appears to mean "support" here. But if so, with the subject "round", should it be "backs"?
In addition, does "the mission" refer back to NSF?

Yes, the verb should be singular to agree with the subject. Native writers make this kind of error extremely often, so much so that it's becoming the norm.
