Does "flipping the legislature" mean "taking full control of the legislature"?

Not necessarily full control, but enough control to assure a majority voting margin for a given political party.

In our bipartisan system, one party or the other has a majority of seats. That majority then elects the internal leaders and committee heads, and sets the agenda. The Democrats apparently won control of the Virginia legislature in 2019.
