I wonder if I am right with the forms of verb in these following sentences:
I am writing a passage about a lecture last week. My teacher told us something.
I write like this
He requested that each student (chose) a topic by next Monday.
He suggested that the papers (were) typed.

But, sometimes I think they could be "choose,be typed" instead of "chose, were typed".
Anyone could correct them for me.

I agree with you on both suggestions.
 
So, using "chose,were typed" is not corret.
And with the context like that, we have to use the form "choose,be typed" all the time?

When I wrote those sentences, I knew I're wrong and I have been asking my 3 friends who major in English. But they gave me the wrong answers. They always tell me to use the Simple Past tense.

I would definitely use "choose" and "be". (BrE speaker, aged 65)

I don't understand your question. Do you mean "Are they not wrong because this context does/doesn't make sense?"?

They're not wrong because, as you can see, people from different regions and of different ages make different choices. As is frequently the case in English, there is no single right answer.

Like bhaisahab, I would use "choose" and "be". (BrE, age 46).
