What does "full flight" mean?

It's a badly chosen idiom. If they were in full flight they would be running away.

He meant 'in full cry'.

Thanks! I checked the dictionaries and still cannot see how "in full flight" can fit in that sentence. But it's from BBC! :shock:

The BBC is no infallible. I think they were thinking of "full fledged."
