Does "go ahead with something" have the meaning of "doing something in spite of others' doubt or opposition"?

7dan-1. Choose the correct one for the blank.If somebody with something, they do it, although there may be a problem.

① puts down ② comes on ③ goes ahead
④ puts up ⑤ goes down

"goes ahead" is the only correct choice,.
