"Good luck" or "luck" in my sentence.

Hello.
The sentence is mine. "Whether you win the lottery or not is just a matter of good luck." Is my sentence correct? I mean it depends on good luck.
If I am not mistaken using an article before "good luck" is wrong.
 
It doesn't make sense to use "good luck" when the opening includes the possibility of not winning the lottery!

Winning the lottery is down to good luck.
Not winning the lottery is down to bad luck.
Winning or not winning the lottery is [simply] a matter of luck.
