would you tell me how to write a jornal..i mean the ruls
 
Would you tell me how to write a journal? I mean the rules.

Please note my corrections in red. What do you mean by "a journal"?
 
i mean the rules...i want to write a journal...if its possible, tel me the rules
 
Before learning about the different ways in which one can write a journal, you need to concentrate on the rules of capitalisation and punctuation in written English.

Start every sentence with a capital letter.
Always capitalise the word "I" and all proper nouns.
One full stop and then a space at the end of each sentence please.

No. There are no rules for a journal. There are rules every time you write in English. I gave you those rules.

Get a notepad, or open a new text document in your word processor and label it "Journal". Then, write in it. You can write whatever you like. Most people also put the date at the top of an entry.
"Journal" can mean many things. We don't know what you want a journal for, so it's impossible to tell you what you must do.
