1. What's the implication of this sentence from main character?
2. Is the "I'd hoped" meaning "had hoped" or other word?
3. In grammar, I remember after the " if " sentence, we used to " would + Vbe + ......", but it use " had hoped" to explain condition. I cannot understand.

I don't know what the sentence I have underlined above has to do with the rest of your post.

"I'd hoped" is a contraction of "I had hoped", yes. However, I find the mixture rather strange (though not completely incorrect). I would use:

I'd hoped to give you a complete tour this morning, if you'd had time.
I hope to give you a complete tour this morning, if you have time.

My first version suggests that the person did not have time so the tour will unfortunately not happen (or did not happen).
