Hello, I want to know if "had" should be used or "has" should be used in the sentence below:
I could not attend school as dad has mentioned in the previous application. Or

I could not attend school as dad had mentioned in the previous application.

Note: previous application was written almost a month ago.

You don't need either. You can just use the past simple. I wouldn't use "mentioned".

I could not attend school as [my] dad/father explained in the previous application.
