According to first sentence, I want to make it negative. So, can we say the second sentence is the negative form of the first sentence? If not, what is the correct one?

It sounds to me as if 'she didn't have to walk home daily but occasionally'.

The negative of 'She had to...' is, 'She didn't have to...' so in that sense you are perfectly correct.

The result of making sentence 1. negative is simply to say that that statement is not true. Matthew has put his finger on the question of meaning. There is no information about the number of days that she did have to walk home last year, if indeed there were any.
