Could I use HAVE instead of HAD? Why I can't use Present Perfect instead of Past Perfect in that sentence?

Always put the sentence you’re asking about in the main body of your post.
Could I use HAVE instead of HAD? Those words don’t appear in your sentence, but you could use 'hasn't' instead of 'hadn't'.

Why I can't use the present perfect instead of the past perfect in that sentence? You can—for the reason given by 5jj.
Don't capitalise the names of tenses.

@juto You haven't given any context for the sentence. Thus it's impossible to say if it's the appropriate sentence. We can only say that it's grammatical. (It is.)

I know that I haven't given any context but in my book (English File 4th edition) I haven't context too. If I had context I won't write this topic there are.

With "he", you could use "hasn't", not 'haven't".
