Yes, sure we can have an appointment with you next week. - Would a native speaker say something like that?
 
Yes. I prefer "make" over "have". "Make" is used in the conditional stage of things, and "have" after the appointment is already established.
 
If you are going to arrange the appointment now, I would say make an appointment with you for next week.
 
I'd probably say "we can have a meeting next week."
