Two things. Say:

Can I substitute "appears" FOR "appeared"?

Also, it would have to be one of the campaign organizations that was allegedly frazzled.

Instead of electrifying the organisation, California’s 7 June primary, a final and potentially decisive showdown between Trump and his GOP rivals Ted Cruz and John Kasich, appears to have frazzled it.
