have vs eat

What do you think is the difference between "have" and "eat"? Is "have" a more polite form than "eat"?
1. He had breakfast
2. He ate breakfast.
 
In AmE, they are equivalent in meaning and politeness.
 
#2 is not common in BrE. It would be understood, though.
