I don't understand the sentence structure of the following sentence. Why do we need to use "having" but not "have"?

Applicants with the above result(s) may wish to take this into account in deciding whether they need to take the UE and / or UC paper(s) having regard to the requirements of the civil service post(s) in which they are interested. (csb.gov.hk)

Using have there would be ungrammatical.

It's an odd phrasing to me too. I wouldn't worry about it if I were you.
