Which is correct and more common? I've mostly heard of 2, not 1, but I found 1 in a grammar book written by a Korean, so I suspect it's wrong.

1. He had cut his hair short.
2. He had his hair cut short.

I've also heard (2) more than (1) but (1) might sometimes appear in different places.

I'd say they both are correct, but the first one gives the idea he cut his own hair, while the second sentence implies that someone else cut his hair.

I would not put much trust in English dictionaries and grammar books written by my compatriots either, but it has nothing to do with self loathing.

It's not self-loathing. I was just trying to point out it was written by a non-native speaker. Any sentence of a foreign language written by a non-native speaker would be more likely to be incorrect than by a native speaker.
