What is correct?
He wants to go to a picnic or
He wants to go for a picnic.

He wants to go to a picnic: someone is having a picnic and he wants to join it.
He wants to go for a picnic: he wants to pack a picnic (or have someone close to him pack it) and go somewhere to eat it.
 
Both are fine. If we're not talking about a particular picnic that's already planned, we say: He wants to go on a picnic.

You: What should we do today?
Me: The weather is great. Let's go on a picnic.

I'd just use "Let's have a picnic".
 
Some people might even say:

He wants to go picnicking.

In Googling "go picnicking," I noticed that the phrase was discussed here 13 years ago (link).
