1) Dad will buy what anyone wants.

Does that mean that dad will buy what each person wants? That everyone will get what they want?
Is there any other meaning possible?

2) Dad can't buy what anyone wants.

Does that mean dad can't buy what each person wants? That you will not all get what you want?
I think the usual meaning will be that dad can't buy any of things you want.

This is my answer:

1) This doesn't make sufficient sense to properly attempt to force a meaning onto it.

2) This does make sense. It means that there are multiple people who between them want multiple things, and Dad is able to buy zero of that list of things. A synonym would be 'Dad can't buy any of the things that people want'.
