Are these sentences correct:

1) She is like heaven to touch.
2 She is heaven to touch.

Do they mean:
1a) To touch her is like heaven.
2a) To touch her is heaven.

That's what they mean. #1 is grammatical. #2 should be "heavenly". Both are nonsense.

I don't see them in that way.

1) is a simile and 2) is a metaphor, and they mean the same.
