Hi Harry,
Cleaning up means to make things tidy and clean.
Cleaning out usually involves removing things.It could mean to empty it completely.

Clean out this closet -- remove all the things we don't use.
If I clean out my savings account, I remove all my money.
Let me clean out this drawer for you -- I will remove everything so that you can use it for your things.
