What does “highest economy” mean?
 
It's very hard to say in light of the fact that Mr Samuelson has not deigned to write actual sentences. So in my opinion, it doesn't mean much at all. The meaning might be clearer with more context.
 
Once again, this author has written a phrase that means little more than "I love to put words together in indecipherable combinations".

Why are you reading this?
 
Does it look like “highest institution of education” or “most economical way of being educated” to you native speakers?

I read the passage in a link James Bonde sent a couple of days ago, so I know exactly what it means.

When he says "participating in the highest economy of education", he's talking about working at the most prestigious universities.

Does "participating..." mean "the student's participating..."? What does the author mean by saying "possibilities of participating..."?
