I want to suggest a person's tone was kind of menacing/intimidating but not completely.

Do these sentences work?

1. His tone was unfriendly, verging on menacing.

2. His tone was unfriendly, verging on threatening.

They're OK.

What he says or does would illustrate that better than adjectives.
 
It's an unusual concept. Perhaps:

His voice was unfriendly with a slight tone of menace to it.

They're look fine to me.

You could also say "unfriendly, almost threatening [or menacing]."
